What it means to workers

Framework’ recruitment and selection process will provide a fair, systematic and reliable basis for selecting the most suitable candidate for any given vacancy.

Our written policy on the recruitment of ex-offenders is issued to all applicants at the outset of the recruitment process.

Framework will identify, by use of a thorough risk assessment, the roles that will be subject to a disclosure from the Criminal Records Bureau. Generally these will be enhanced disclosures for roles where the worker will have regular contact with vulnerable adults or young people.

An enhanced disclosure will reveal an individual’s entire criminal record, and is not restricted to ‘unspent’ convictions as defined in the Rehabilitation of Offenders Act 1974.

All applications for employment or volunteering will contain a request that the individual makes disclosure of previous criminal convictions. Individuals called to interview will be asked to provide details of any criminal record disclosed on their application form.

It is recognised that a significant proportion of the general population has some form of criminal record. Framework is committed to providing work opportunities based on the skills and experience of the candidate and will not unfairly deny an individual employment because of any criminal record they may have.

Some workers may already have a recent disclosure document that they wish to submit to Framework to avoid a further submission to the Criminal Records Bureau. Unfortunately, because of the need to align the disclosure to the role being applied for, a previous disclosure cannot be accepted.

Criminal records disclosures will be paid for by Framework.

Framework may decide not to confirm an appointment or to dismiss a worker if, during the recruitment and selection process he or she has failed to declare a conviction or has misrepresented their criminal record. Where this is the case, an applicant or worker will have the opportunity of a separate discussion to give their reasons for non disclosure or further information on the nature of their conviction[s].
