Independent Safeguarding Authority

The Home Office announced that from 12 October 2009 individuals will need to register with the Independent Safeguarding Authority [ISA] if they are to work with children and/or vulnerable adults.  The cost for an individual to apply for ISA registration will be a one-off, lifetime fee of £64.00.  Employers will be able to check an individual's ISA registration status online or as part of a Criminal Records Bureau [CRB] check.

The new ISA service will enhance the current level of protection afforded by CRB checks.  ISA will remove the most dangerous people from the children and vulnerable adults' workforce and the CRB will continue to provide criminal records and other relevant information.

It is expected that there will be a phasing period of up to 5 years from October 2009 for all relevant workers to be ISA registered.  After that time, It will be unlawful to employ anyone to work with children and/or vulnerable adults if they do not have ISA Registration.

The majority of Framework services will require workers to be ISA registered.  Many partner organisations will also need to ensure their workers obtain this registration.
